TO: All Parkside Citizens
RE: Declaration of Emergency: Blizzard/Winter Storm Event
WHEREAS, the National Weather Service has issued a Blizzard Warning for our region, forecasting a potentially historic winter storm with heavy snowfall, severe blowing and drifting snow, dangerous wind gusts, and extremely hazardous travel conditions; and
WHEREAS, travel could be very difficult to impossible, with areas of blowing snow significantly reducing visibility, and the hazardous conditions are expected to impact the Monday morning and evening commutes; and
WHEREAS, gusty winds may bring down tree branches and power lines, potentially resulting in isolated power outages; and
WHEREAS, such conditions present a threat to the health, safety, and welfare of residents of Parkside Borough and may exceed the Borough’s normal response capabilities; and
WHEREAS, emergency management measures are required to reduce the severity of this storm and protect persons and property within Parkside Borough;
NOW, THEREFORE, I, Mayor Nadine Brandt, pursuant to the authority vested in me by 35 Pa.C.S. §7501 of the Pennsylvania Emergency Management Services Code and the Pennsylvania Borough Code, do hereby proclaim the existence of a Disaster Emergency in Parkside Borough, effective immediately this 22nd day of February, 2026.
FURTHER, it is hereby directed and ordered that:
1. Emergency Coordination
The Parkside Borough Emergency Management Coordinator is directed to coordinate all emergency response activities, deploy available resources, and take all appropriate actions necessary to protect life and property and restore essential public services.
2. Parking Restrictions
Residents with driveways and garages are strongly urged to park their vehicles off Borough streets to allow safe and effective snow removal and emergency access.
A Parking Restriction Notice is hereby issued for Parkside Terrace.
Certain parking spaces in Parkside Terrace may be temporarily utilized for snow storage operations.
Vehicles left on streets that interfere with snow removal operations may be subject to ticketing or removal pursuant to applicable Borough ordinances.
3. Snow Removal Responsibilities
Residents are responsible for clearing snow and ice from sidewalks adjacent to their property within 48 hours after the conclusion of the storm, in accordance with Borough regulations.
Snow shall not be shoveled, blown, or placed into Borough streets, as this creates hazardous driving conditions and interferes with plowing operations.
4. Fire Hydrants
Residents who have a fire hydrant on or near their property are encouraged, though not required, to clear snow from around hydrants.
Keeping hydrants visible and accessible may significantly reduce emergency response time in the event of a fire.
5. Public Safety Guidance
Residents are advised to:
Avoid unnecessary travel during the storm.
Prepare for potential power outages by having adequate food, water, medications, flashlights, and batteries.
Check on elderly neighbors and vulnerable residents.
Plug space heaters directly into wall outlets and never use extension cords or power strips.
Limit outdoor exposure during extreme cold conditions.
6. Emergency Authority
During the duration of this declared emergency, Borough officials are authorized to take necessary actions to meet the demands of this emergency, including:
The employment of temporary workers;
The rental of equipment;
The purchase of supplies and materials;
Entering into contracts and agreements necessary to respond to and recover from this emergency;
All without regard to time-consuming procedures and formalities otherwise required by law, except mandatory constitutional requirements.
This Declaration shall remain in effect until modified or terminated in accordance with law.
